Reporting of the cases of abuse and damage to Natura 2000 sites and species
This project „Natura 2000 Wardens – monitoring of species and habitats disturbance” deals with the cases of breaking the law concerning Natura 2000 sites. Whenever in addition to the harm made to the species or habitat of the EU importance, other legislation was also broken (for instance Polish Conservation Bill) such information is also included in the report. The reports should inform about abuse of the legislation or actual damage to:
  • species of animals and plants from the Annex II of the Directive 92/43/EEC in existing and proposed Natura 2000 sites
  • species of animals and plants from the Annex II and Annex IV of the Directive 92/43/EEC outside Natura 2000 sites
  • habitats from the Annex I of the Directive 92/43/EEC
The reports may be submitted by any person or institution. After initial verification they are included in the data base and placed on this web page. Later the project team takes steps to mend or compensate the damage or to remove the legal failings. These actions are reported under the section “Interventions”.
Below you find report summaries in English as they were submitted but without unnecessary details indicated in the Polish version.

As a result of the intervention, it was possible to stop the habitat and species degradation process. It was even more important taking into account that according to the independent opinion, the degraded habitats have a chance for total recovery, assuming quick repair actions and stopping further damage). Despite ploughing stronger species still grow on the destroyed fragment of the plot.

Conclusions, recommendations: As a result of the undertaken intervention, it was possible to avoid substantial damage to natural environment, thanks to changes in river regulation methods, implementing preventive measures and environmental monitoring. Important role played the Marshall Office of the dolnośląskie Voivodship, the implementing organization for the Regional Operational Programme, the core financial source of funding of the works. It is worthwhile to promote the described case between the institutions responsible for the investments in water management and those managing structural funds, especially at the regional level.

 
The www.natura2000.pl web site has been developed as part of the programme „Natura 2000 Wardens – monitoring of species and habitats disturbance”. The web site will be used to gather and collate information about events when any legislation, which was meant to protect Natura 2000 habitat, has been ignored, and has lead to damage or even the destruction of the protected habitats and species. 
The web site also has practical guidelines for organizations that operate in Natura 2000 areas, giving explanations of the law, descriptions of procedures applicable in particular situations, and describing the various types of investment projects that may cause environmental disturbance such as the construction of roads, railways and pipelines.
